Behold | Search High Quality Flickr Images
Best quality images on Flickr - that are - free to use - modify - or use commerically. Always necessary to give attribution.
Make very good back drop pictures.

    Terms of use - FreeDigitalPhotos.net
Seems to be the best source for mini pictures on a flip chart - use
a bunch on a flip chart and link to freedigitalphotos. But quite a
    small resource.

    E2BN Gallery : Home
People upload photos to be used for educational purposes (not
commercial). Nothing mentioned about altering photos. Attribution to be
given where possible but it's not specified who originally took the
photo - So I suppose E2BN Gallery will do.
Fairly large resource - fairly good quality. Large photos have to be downloaded.

PD Photo - Free Photos And Pictures (public domain, stock pictures, wallpaper, royalty free, clip art, etc)
A one person site showing mostly public domain photos, which means
that we don't have to give attribution. Mixed quality, not particularly
sorted well. A fun description of copyright from the owner.

    <blockquote>
Are the images really free and I can use them in my commercial
project? Yes. I don't believe it, are they really free? Yes, all images
are really free and they can be used in your commercial projects
without permission or credit from the photogrpaher. Although selling
prints, selling the images directly or claiming the photo is yours is
prohibited. Note: You are responsible for the content of the photos you
use. It is very much the same as if you had taken the photograph
yourself, you must still obtain proper permission for property or
people depicted in the photos if any.

Generally too big for flip chart use - but the preview photos are a reasonable size.
    Large resource.

Preview photos have the water mark anyway. You can download the
photo without watermark (and agree to the terms of downloading) which
means you have to link back to the site.
